First reading of skate park loan approved

ST. PAUL - Town of St. Paul council approved first reading of a bylaw authorizing a non-interest loan for the St. Paul BMX and Skate Park in the amount of $145,000 for a three-year term, during the Jan. 27 council meeting.

The bylaw will now be advertised for two weeks, and a public meeting will be scheduled before second and third readings taking place.

CAO Kim Heyman noted that the skate park society had already collected an additional $7,500, which would be put directly toward repayment of the loan once third reading is approved.

According to Dan Reid, representative with the skate park society, the club has received two recent donations from CNRL and Canadian Tire. The donation from CNRL was $7,500, and the donation from Canadian Tire in St. Paul was $2,000.

Speaking with the Journal after the meeting, Reid said efforts will be ongoing to continue raising funds and paying back the loan within the three-year term.

When speaking about the project as a whole, Reid noted that the skate park is really just once piece of a larger vision for the area.

"There's a whole bunch of ideas. The skate park is an anchor," he said. Ideas such as building an outdoor ice rink in the area, along with a dog park and possibly even a playground that is accessible to everyone, including those with disabilities, have been tossed around.

Heyman requested the town pay for a portion of her personal cell phone, rather than the full amount of a separate phone. She noted she has a hard time keeping track of two cell phones, and her personal number is already out in the community, meaning people often call that number instead of her work number.

She noted a cost saving of $454 per year would be noted.

Council approved the request.

Community Grant Funding

Council approved a number of Community Grant Funding requests during the last regular council meeting.

A request for the facility fee to be waived at the St. Paul Rec Centre for the 2020 Jayman BUILT MS Walk on May 9 was approved.

A cash donation for the Silhouette Dance School for $1,500 to go toward the club’s year end performance on April 25 was also approved. It was noted that because of the nature of the performance, the club must rent a space in town with a stage, which means the town cannot waive a rental fee at any of its facilities for the event.

The St. Paul Archery Club will also receive a cash donation in the amount of $1,000. Funds were to be used for the Feb. 1-2 3-D shoot in St. Paul.

Job postings

A request from administration to post job openings internally and externally at the same time was approved. Heyman said she felt the policy was unclear, and believes it is the town’s responsibility to hire the best person for the job, regardless if that person is a town employee or not.

“Everyone should have an opportunity to apply,” said Heyman. A motion to approve the request to post positions internally and externally, at the same time, was carried.
