ST. PAUL - On May 8 at about 4 p.m., St. Paul RCMP responded to a report of a man with a three-foot piece of chain, smashing windows of vehicles on main street.
Police were able to arrest a 44-year-old man shortly receiving the call.
Elmer Horace Jackson, 44, is facing three charges including possession of a weapon for a dangerous purpose, and two counts of mischief under $5,000. He was released from custody after a judicial interim release hearing with court set for May 25.
