ST. PAUL – The County of St. Paul and Town of St. Paul will be holding an open house in the New Year to present a long-term vision for an area north of the Town of St. Paul. 

The St. Paul North Intermunicipal Area Structure Plan (IASP) will be presented to the public sometime in January 2023. 

In the Summer of 2021, the Town of St. Paul and the County of St. Paul started working on the IASP with the support of a grant. An Area Structure Plan (ASP) provides a “long-term vision for the development of an area,” which involves outlining the steps taken to “advance that vision,” according to information from the Town and County of St. Paul. 

The land in question includes about 588.4 hectares located north of the Town. Some of the land is within the Town’s boundaries, while some falls within County’s boundaries. Approval from both municipalities is required in order to finalize the ASP.

The IASP is being developed by ISL, Engineering and Land Service Ltd, who has completed the Traffic Impact Assessment and is currently completing the Urban Design. The completed document is anticipated to be reviewed with both the Town and County of St. Paul administrations in November. 

ISL asked if County council wished to review the draft IASP prior to the Open House in January 2023. County council decided to review the draft with the public, in order to hear input directly from the public. 

During the municipality’s Oct. 11 council meeting, County of St. Paul Reeve Glen Ockerman said reviewing the draft with the public at the open house is a “great platform” to brainstorm. The rest of council agreed, leading to a unanimous decision, with Coun. Darell Younghans noting, “it’s time to listen to the [public] and make sure their voices are heard.” 

According to information from the County, a couple of landowners expressed concerns regarding the ASP. Kitz said the consultants will “circle back to show them how their concerns were addressed or mitigated.” 

Any development of land will only take place after the St. Paul North IASP receives approval from the County and the Town of St. Paul.
