Public hearings dropped from MD roadway licensing procedures

Moving forward the MD of Bonnyville will not be holding public hearings for licensing of roadways applications. Instead, adjacent landowners and affected groups will have a one-month period to submit letters of concern or correspondence to the municipality.

BONNYVILLE – When it comes to roadway licensing applications within the MD of Bonnyville, public hearings will be a thing of the past. 

On March 28, council unanimously voted to approve amendments to the municipality's Licensing of Roadways Policy that would replace the requirement for a public hearing with a public notification process for roadway licensing agreements. 

Lisa Folliott, the manager of Planning and Development for the MD, told council that the proposed amendments to the policy will improve roadway licensing application processing times. 

The idea behind the changes is to make the application process more efficient by replacing the need for a public hearing with a one-month public notification process, outlined Folliott.  

The public notification process is outlined by the municipality’s new Public Notification Bylaw, which means it is at the discretion of the MD to notify the public through any of the following methods: newspapers, social media, the municipality’s opt-in electronic communications, and any other means determined appropriate. 

“Any received concerns or correspondence will be presented to council at second reading of the bylaw,” Folliott told council. 

Amendments to the policy also include a clause that allows MD staff to assist approved licensing applicants complete the Roadway Licensing Agreement documents. 

The motion to adopt the amendments to the Licensing of Roadways Policy was carried by council without further discussion.
